Procurement Summary

The agency requires a Sodick ALN600G 4 axis CNC Wire EDM that utilizes our already in use, proprietary SODICK® controller, operating Sodick conversational EDM software found throughout the shop. A 4-axis Sodick wire EDM (Electrical Discharge Machining) is used to cut complex shapes and contours in conductive materials with high precision. The purpose of the 4-axis functionality is to allow machining in the X, Y, U, V, and rotary (A) axis, enabling the wire to approach the workpiece from multiple angles. The additional rotational axis allows for more intricate cuts, such as tapering or machining parts with geometry which cannot be achieved with conventional machining methods. Wire EDM is commonly used for prototype machining, allowing for rapid production of custom, high-precision parts with complex geometries, enabling efficient testing and iteration of designs before full production. The 4-axis wire EDM is essential for producing highprecision components from tough materials like titanium, tungsten, Inconel, Hastelloy, hardened steel, or any other conductive material while maintaining structural integrity without thermal distortion. For a prototype shop, the need to quickly and efficiently program a 4 axis wire EDM is central to the operation. Our limited space, floor weight capacity, as well as work envelope requirements and prior experience with Sodick machines, demand a very specific machine. To look outside of the Sodick brand would level serious setbacks in software and machine integration as well as an extremely steep, unnecessary, and expensive learning curve for the entire Model Shop. No other brand uses the Sodick control software. The EDM is made in Thailand and there is no domestic source for this machine and accessories.

Waiver Rationale Summary

Market research identified Sodick as the product manufacturer and Phillips Corporation as the supplier. Phillips, Federal Division, is the sole local authorized dealer licensed to distribute Sodick machines to the Government. The Contract Specialist discovered the product's manufacture in Thailand, a non-qualifying country under DFARS 225.872, raising Buy American Act (BAA) compliance concerns. Legal counsel confirmed that the BAA, per 41 U.S.C. § 8302(a)(1), applies to Commercial Off-the-Shelf (COTS) items acquired under FAR Part 12, and the Thailand manufacturing origin does not meet the requirements for domestic manufacture. Although the product can also be manufactured in Japan, a qualifying country, the associated price increase exceeds 30%. Therefore, procurement of this product requires justification under an exception to the BAA, as outlined in FAR 25.103.
