Procurement Summary

The NIST Material Measurement Laboratory’s Materials Measurement Science Division, Nanomechanical Properties Group (NPG) requires a multiple color output Asynchronous Optical Sampling System (ASOPS). The ASOPS will be used for high-speed time-resolved pump-probe experiments. The ASOPS instrument will enable NIST to uniquely measure the in situ thermal properties of thin film and multilayer materials in wide bandgap power electronics materials, packaging materials, and integrated chip components, directly supporting our CHIPS Project: Thermoreflectance Thermal Property Measurements.

Waiver Rationale Summary

Consistent with market research results, no domestic product has been identified that can meet the Government's requirements. The required ASOPS Laser system are not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities, of satisfactory quality.
