Procurement Summary
The GLERL requires a SWIP that facilitates measurements for river ice cover monitoring for flood control; river, lake and estuary ice research; and frazil ice monitoring near potable and cooling water intakes. The instrument shall have the ability to monitor and record ice targets at the water’s surface, with continuous sampling up to 2 Hertz, and have a large on-board data capacity, and real-time RS-232 communications or RS-422 for cabled installations over 15 meters. The ASL Environmental Sciences SWIP includes the following components/specifications and is the only known product capable of meeting the needs of the GLERL. The GLERL is a multidisciplinary environmental research laboratory that provides scientific understanding to inform the use and management of Great Lakes and coastal marine environments. The SWIP is a real time acoustic ice profiler for shallow water, which allows scientists to study the effects of these areas with the data provided, in high resolution.
Waiver Rationale Summary
The required products are already in use by the GLERL and their Cooperative Institute (CI) partners. The SWIPs are needed to continue data sets in the Great Lakes and ensure consistency of measurements to previous data collected by both GLERL and CI partners, as ice thickness measurements in the Great Lakes have been pushed into the spotlight due to warmer year-round temperatures limiting ice formation.
