Procurement Summary

The purpose of this procurement is to install a 4-way cassette VRF System in the Airport Traffic Control Tower at Pasco WA. The procurement of this equipment is part of a larger comprehensive construction contract that will be overseen by the Federal Aviation Administration – Air Traffic Control Facilities & Equipment organization. Due to the space constraints and space availability, these units are the only viable option that can be procured and installed. The system will utilize a ductless head and fits the designed capacity and physical size for the space. Market research was conducted by the AE firm and other Federal agencies and no domestic manufacturers were submitted that comply with domestic preference.

Waiver Rationale Summary

Ductless Mini Split System HVAC units are not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. Therefore, it is hereby determined, consistent with the FAA AMS 3.6.4-5, that these items are not available.
