Market research and the solicitation failed to identify any domestic end products that offer the compatibility offered by NKT Photonics 1550 Nanometer Single Frequency Fiber Laser that would fulfill the Government's requirement. Product experts at TSI confirmed that the NKT brand laser system is the one (1) laser system that is compatible with the PDV already procured since the communication protocol is specific to NKT Lasers. Additionally, other laboratories within ARL, such as the ballistics lab, are currently using a NKT laser system with their TSI PDV system. This allows for the system and spare parts to be interchanged thus limiting research delays and work stoppage when maintenance or repairs are required on the machines for either lab. In addition, the Adelphi Contracting Division posted a Combination Synopsis-Solicitation on Contracting Opportunities SAM.gov website for all vendors to response to the sole source requirement and received a quote only from NKT Photonics, who offers a non-domestic product. Therefore, securing the Fiber Laser from NKT Photonics, a source offering a foreign product, is justifiable due to the non-availability of a domestic product.
