The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Protected Resources (OPR) has a requirement for Globalstar SPOT Trace and SmartOne C tracking devices including service plans and activation fees.
Waiver Rationale Summary
As part of NOAA’s mission, understanding causes of sea turtle mortality and restoring their populations will not be accomplished if these tags are not procured in a timely manner to commence this project. If units are not received prior to deployment, we risk compromising this multiyear research project. This individual waiver covers the full purchase period which includes delivery of the devices within 2 weeks, activation for the devices received, and the satellite service plans. Each service plan is necessary for 6 months. Additionally, there are options to purchase additional devices, activation fees for the optional devices and the service plans for the additional devices. These options are requested for a base year and two options years. The total desired length of the waiver is required between 2 and 3 years to cover the base year supplies and services and the option years for supplies and services. The duration of the waiver will allow NMFS to complete the surveillance activities for this research project.
